Series J: Road & Bridge Records. — 1880-1918. — 293.5 cm of textual records.

Series consists of records pertaining to the construction and maintenance of roads & bridges within the Municipality of Argyle from 1880-1918. Series is arranged into six sub-series including:

laws respecting the expenditure of road & bridge moneys
distribution of road & bridge moneys
deeds & other legal agreements
reports and plans on road construction and maintenance
statute & highway labour returns,
returns for contracted road work.

After 1918 the responsibilities for the construction and maintenance of roads was taken over by the Provincial Government.

Sub-series 1: Laws Respecting the Expenditure of Road & Bridge Moneys. — 1887-1900. — 0.5 cm of textual records.

Sub-series consists of resolutions by the Municipality of Argyle setting rates of pay for commissioners and other highway employees, and respecting the expenditure of moneys on specific road & bridge projects.

Additional legislation pertaining to roads & bridges is found in RG 3 Series C (Provincial & Municipal Legislation).

Sub-series 2: Financial Records. — 1880-1918. — 13 cm of textual records.

Sub-series consists of four account books maintained by the Municipal Clerk and/or Treasurer concerning moneys collected from Road Surveyors (taxes, fines, etc.), and moneys paid out to Road Surveyors from municipal and provincial road funds. The four account books cover the periods 1880-1902, 1882-1918, 1884-1902, and 1902-1910.

Sub-series also consists of records showing the annual distribution of road & bridge moneys to the different road districts in the Municipality of Argyle.

Sub-series 3: Deeds & Other Legal Agreements. — 1880-1915. — 3 cm of textual records.

Sub-series consists of deeds by which various private parties conveyed land to the Municipality of Argyle, specifically for the purpose of constructing roads. Sub-series also includes some other legal agreements pertaining to rights-of-way for roads in the Municipality of Argyle.

Road deeds were not recorded at the Registry of Deeds at Yarmouth, NS.

Sub-series 4: Reports and Plans on Road Construction and Maintenance. — 1880-1917. — 17 cm of textual records.

Sub-series consists of reports made to Municipal Council, by Road Commissioners or Surveyors, on the completion of road projects approved by Council, and in many cases, the expenditure of road moneys for same.

In a number of cases surveyed plans accompany the reports. A list of these plans is found in Appendix.

The title of the employees or officials submitting road reports vary widely and include such titles as Surveyor of Highways, Supervisor of Highways, Road Commissioner, Commissioner of Highways, etc.

Sub-series 5: Statute & Highway Labour Returns.– 1880-1917. — 202 cm of textual records.

Sub-series consists of returns for statute/highway labour for the various road districts throughout the Municipality of Argyle.

The returns were completed on pre-printed forms and include the following information: date, road district number, list of labourers, number of days of labour for which a person was liable, number of days worked, amount of fines levied on individuals, and are signed by the surveyor/supervisor for the district.

Sub-series also includes some listings of people who did not work and did not pay their fines, as well as some lists of people who paid their fines instead of performing the labour.

Sub-series is arranged chronologically, and within year by road district number.

Returns for some years are for multiple districts, in which case they are filed by the number of the first district reported.

Returns without road district numbers are filed after the returns which have road district numbers for that particular year.

Lists of people who did not pay their fines and lists of people who paid fines instead of performing labour are filed after all road returns for the year in question.

Returns labeled “Statute Labour Returns” cover the period 1864-1902.
Returns labeled “Highway Labour Returns” cover the period 1903-1917.

Sub-series 6: Returns for Contracted Road Work. — 1891-1908. — 58 cm of textual records.

Sub-series consists of returns completed by the surveyors/commissioners of highways for contracted road work as opposed to statute/highway labour.

The returns were completed on pre-printed forms and include the following information: names of labourers, number of days worked, use of equipment (horses, oxen, ploughs, etc.), rate of pay per day, total amounts earned, total costs of the contracted work, and are signed and dated by the road surveyor/commissioner, Municipal Clerk, and by the respective Municipal Councilor.
